Attached is the response I received from Commissioner Mayfield today. (I believe you've gotten a copy as well.)
She argues that the terms of elections were determined with full participation of the parties and that it is too short a time for them now to establish a procedure for absentee ballots. I'm not sure if these arguments are valid. From the discussion on your blog, there are doubts about the "full participation" of the faculty in establishing the terms for this election. Second, why the rush? Why not to postpone the election and develop the appropriate procedure that would ensure that everyone has an opportunity to vote? Of course, it depends on how many people would be unable to vote on those days. Do you have an idea? Also, do you know how many faculty are eligible for voting?
