CREATE does not deal with faculty salary adjustment. It will be a tool to optimize faculty productivity.
(This may not have been the stated view in the past, when several attendees recall hearing official statements about CREATE were quite direct about potential impact on salary).
The separate proposed salary guarantee policy adjustment was intended to parallel the policy of 9-month guaranteed salaries at Storrs. Basically mimics policy at Storrs.
However, Faculty should answer the question of how this will be implemented.
Will not simply be put in place by Dean. A Faculty-driven process.
An ad hoc committee has been convened until June 2010 at which time it will report on the salary guarantee policy.
Comments from Bruce Koeppen:
Dean's Council has already been asked to draft a new CREAM 2.0, whose shape is not yet clear. CREAM, in some form, is not likely to go away.
Dean's Council plans to use the faculty Councils to answer key questions.General Discussion.
Research + Ed Councils already returned opinions on the first draft proposal on tenured faculty adjustment; both found it to be an unnecessary addition to existing bylaws.
Waiting to hear from two other faculty councils.
CREATE would not add new committees or change the roles of chair, review, and appeals committees in the process. (The goal is basically to standardize the behavior of chairs on evaluations so that all departments report fairly for Merit review). Some people believe the current CREAM is already excessively bureaucratic.

On the union vote: all merit salary increases must be frozen until negotiations are complete (up to 18 months) if the vote is For unionization.Les Loew:
Pointed out that an additional artificial divide between Directors/Chairs (non-union) and their faculty would be created by the union if the vote is For unionization.
