From Charles Wolgemuth: RE: From Bill Mohler: Uncast votes

Dear Winston Campbell and Joel Patcher:

There is a stark difference between the election of 2000 and the election of 2009.  In the election of 2009, there were 115 votes required to shift the majority opinion and only 74 people who didn't vote.  However, in the 2009 election, there were only 3 votes required to shift the majority vote and 75 people who didn't vote.  Clearly, it is not clear whether the unionization decision is a "majority" opinion of all the faculty.
